Welcome to the UMD Research Security Office (“RSO”). The goal of our office is to help researchers navigate the increasingly complex federal requirements while fostering international collaborations and protecting the integrity of the research enterprise from undue external influence and misappropriation of information.
Policy Revisions
The Office of Research Transparency & Outreach (RTO), at the direction of the Assistant Director for Research Policy Compliance, has ensured that all University policies and procedures align with the federal laws and regulations, and associated requirements that have come from the implementation of NSPM-33. The University policies that have been developed or revised based on these requirements and information on the related provisions are identified below.

Based on the requirements in NSPM-33, Federal funding agencies have moved towards standardized forms and materials, along with persistent identifiers for proposal submissions, FAQs, and a variety of other resources.
Background
Based on growing concerns around undue foreign influence, including the exploitation of the open research environment and the potential for intellectual property theft, the Federal government issued National Security Presidential Memorandum-33 (NSPM-33) in January 2021 as a means to protect the integrity and security of U.S. Federally funded research and development for scholars who are beneficiaries of federal research grants.
CHIPS & Science Act
In August 2022, the White House released the CHIPS and Science Act of 2022. The legislation's goal is to strengthen investment in research, development, science, technology, and the labor force, ensuring that the U.S. maintains its leading edge in innovation. Simultaneously, it aims to reduce the involvement of federal personnel, institutions, and researchers in Harmful Foreign Government Talent Recruitment Schemes.

National Security Presidential Memo-33 (NSPM-33)
In January 2021, the White House issued National Security Presidential Memorandum-33 (NSPM-33). This memorandum requires federal funding agencies to mandate that all senior or key personnel disclose their sources of research funding. This ensures a comprehensive understanding of their funding sources and identifies any potential overlaps or conflicts.
What Happens at UMD If the Federal Government Shuts Down
The University of Maryland is monitoring the possibility of a federal government shutdown and its potential impacts to our campus community. Besides delaying paychecks to millions of federal employees and forcing operational cuts at a spectrum of agencies, the potential federal funding gap could have a variety of impacts on the University of Maryland community, from research to federal services for international students.
