Currently serves as the Director of the Human Research Protection Program, Administrator for Conflict of Interest in Research and Institutional Conflict of Interest and manages the daily operations of the Research Compliance Office.  Certified IRB Manager (CIM), Certified IRB Professional (CIP) and received a Master’s degree in Applied Professional Ethics, as well as a Bachelor’s degree in Psychology from the University of Maryland, Baltimore County.  Received the 2013 Outstanding Staff Award from the UMD Division of Research.  Received Honorable Mention 2013-2014 Board of Regents Staff Award for Outstanding Public Service to the University or Greater Community.

Prior to arriving at the University of Maryland College Park campus in 2009, served as a Human Research Protections Analyst at the University of Maryland, Baltimore School of Medicine (2003-2009).

Attends and presents at national and local training sessions and conferences focused on human research protections. Leads professional development talks and working groups at the University of Maryland, College Park for faculty, students and staff on topics related to the IRB process, conflict of interest and other aspects of research compliance. In addition, Joe serves on the Intellectual Property Committee, Diving Control Board and formerly on the Institutional Biosafety Committee (2011 – 2016).

Andrea Dragan joined the Research Compliance Office in December 2011 and currently serves as the IRB Manager. She is responsible for the daily operations of the IRB and the IRB Committee, and also assists with the Quality Assurance program. She is a Certified IRB Manager (CIM), Certified IRB Professional (CIP), and is currently pursuing a Master of Public Health in Behavioral and Community Health in the School of Public Health at the University of Maryland- College Park. She completed her undergraduate education at the University of Maryland, receiving her B.A. in American Studies and Eastern European History in 2010.

In addition to her roles in the RCO, she serves as a member of the Standing Review Committee, which reviews cases of potential sexual misconduct on campus. She also serves as a member of the Campus Recreation Advisory Board, which is responsible for providing advice and recommendations to University Recreation and Wellness and the Vice President for Student Affairs. Finally, she was elected in 2015 as an Exempt Staff Senator on the University Senate, and is the current chair of the Student Conduct Committee, which is the responsible body on campus for creating and reviewing recommendations concerning the rules and codes of student conduct.

Dawn joined the Research Compliance Office in July 2013. She previously worked at the National Institute of Health as a Program Support Specialist. Dawn is a certified IRB Manager and she received her B.S. in Political Science with a minor in Public Administration from Winston Salem State University. Previously, she has also worked at the Children's National Medical Center, Holy Cross Hospital and the Harris Corporation.

Jenn Blackburn is the Quality Assurance Analyst for the Research Compliance Office.  In this role, she assists the IRB, COI, and ECO in conducting post-approval monitoring across campus. Jenn graduated from the University of Maryland in 2010, with a BA in Communication.  In 2015, she received her MS in Management with a focus in Public Relations from the University of Maryland, University College and is currently pursing a dual MBA degree.  Jenn has worked for the University since December 2012.

Linette Berry joined the Research Compliance Office in August 2016  and serves as Administrative Assistant.  She provides guidance to investigators regarding the Institutional Review Board (IRB) application process to ensure the proper components are complete prior to review.  She previously worked in the Department of Mathematics on campus for 10 years in various capacities.
