Sarah Hughes has been with the University of Maryland since 2012, working in various capacities related to University policy. Hughes spent a decade with the University Senate as a committee coordinator and senior policy advisor. She developed deep expertise in developing, revising, and advancing institutional policies. During that time, she collaborated with every Senate committee and guided numerous major policies through a thoughtful review process, revisions, and approval. Her portfolio included faculty policies on APT and AEP; extensive policies and guidelines affecting PTK faculty; sexual misconduct policies and procedures; the Codes of Student Conduct and Academic Integrity; the research misconduct policy; and revisions to governing documents for both the Senate and college-level governance bodies. She was also instrumental in advising two University task forces: the Sexual Assault Prevention Task Force which led to a comprehensive sexual assault prevention program for the entire campus community, and the Inclusion & Respect Task Force, which created a values statement for the University and paved the way for the TerrapinStrong onboarding program.
After leaving the University Senate, Hughes worked in Faculty Affairs in the Department of Government & Politics for two years. Hughes oversaw faculty hiring and promotion processes and provided leadership in departmental shared governance. Her work included developing and refining processes for the appointment, evaluation, and promotion (AEP) of PTK faculty, as well as advising the department chair and faculty on the development of departmental policies related to faculty workload, family leave, and merit pay.
As Assistant Director of Research Policy Compliance in the Division of Research, Hughes is responsible for overseeing the Division's efforts to revise and develop University policies related to research to align with federal and state laws, regulations, and policies and to better meet the Divisions' needs in the midst of an ever-shifting federal landscape. She also facilitates shared governance operations within the Division as she advises the University Research Council and the Research Support Oversight Committee.
Hughes has a bachelor of arts in government from the University of Wisconsin, and a master of arts in government from American University.
