The RSO administers the University’s Export Compliance Program which supports all activities at the University that are subject to US export regulations.
The RSO supports international travelers by providing risk briefings, travel guidance, and customs paperwork upon request.
Projects that involve data with legal restrictions (i.e. export controlled) are often subject to specific safeguarding requirements. The RSO and the Division of IT can support compliance plans and provide guidance and access to IT systems designed to meet the data security needs of the researcher or data source.
The RSO performs an export control screening on all non-US researchers who will need a PHR appointment to access IT systems or facilities.
The RSO performs due-diligence checks on international entities including donors, research sponsors, and subawards.
International Collaborations
When researchers disclose international collaborations, the RSO reviews these disclosures and advises researchers when elevated risk factors are identified.
Ensuring that researchers are transparent with their research activities (including non-UMD research collaborations) is a critical component of protecting the research enterprise from undue foreign influence. The Research Transparency and Outreach Office supports researchers by providing training and oversight on required disclosures.
