Disclose to Propose
To ensure all University researchers are in compliance with the “disclose to propose” requirement, effective October 1, 2025, any proposals where the researcher does not have a current inTERP disclosure will be placed on COI Hold and will not be submitted by ORA. A proposal deadline will not negate this requirement. Holds will only be lifted upon disclosure completion or with a formal Dean-requested exception approved by the Vice President for Research. This will apply to all proposals for all external funding entities. While some funding agencies already have a ”disclose to propose” mandate in place, requiring this of all proposals is critical to ensuring consistent implementation of this requirement.
The inTegrated External Relationship Portal (inTERP)
This system is designed to enhance and streamline reporting and managing Conflict of Interest (COI) and Commitment (COC) by integrating the functionalities of three existing UMD systems:
- the Outside Professional Activities (OPA) reporting system
- the current COI Disclosure System (KCOI)
- the Office of Faculty Affairs Consulting MOU system.
inTERP provides a single site where all outside activities are disclosed, reviewed, and dispositioned in a centralized system-of-record. This consolidation will not only reduce the administrative burden of faculty and staff but improve the accuracy and accessibility of COI and COC records required by funding agencies.
Faculty, exempt staff, and GRAs are required to submit and maintain an updated disclosure of all their Outside Professional Activities and significant financial interests, as well as those of their family members. This disclosure must be updated within 30 days of any major changes in their external interests or finances and at the time of proposal submission.
The Disclosure Form will have additional sections or questions depending on your answers. Please make sure to answer all main and follow-up questions when filling out your disclosure. If you need to leave the form and come back later, your progress can be saved, just remember to click the "Save" button.
- Brand New Disclosure
- Log onto the University’s inTERP Disclosure system.
- Click “Create Form” and begin entering information regarding your Outside Professional Activities.
- The Disclosure Office has created an inTERP Guide for how to complete and submit your initial inTERP Disclosure.
2. Disclosure Submitted - In Progress
- If your Disclosure has been submitted and is routing through the review process, please contact interp@umd.edu and request that your Disclosure be sent back so that you can make updates.
- Once the Disclosure is returned, you will receive an email from which you can click on to access the Disclosure to edit as needed.
3. Disclosure Submitted - Complete
- If your initial Disclosure has been completed and dispositioned, please follow the instructions to create a new version.

Following submission, the completed Disclosure Form may be reviewed by your Unit Head, the COI Office and/or committee, Research Security Office, UM Ventures, and/or the Office of Faculty Affairs based on your answers in the disclosure form. If additional action is required after the review of your disclosure, you will be contacted directly by the COI Office.
- New to UMD: Within 30 days of being hired at the University, even if there are NO activities to disclose
- Prior to engaging in a new Outside Professional Activity
- When Submitting a Proposal: As of October 1, 2025, UMD requires a disclosure at the time of submission to propose to ANY entity. Disclosure is required even if there are NO activities to disclose. The disclosure is required, not the review and disposition. The Disclosure must be cleared—reviewed, dispositioned, and managed as needed before AWARD monies can be released.
- Note: A new disclosure is not required for every proposal; however, there must be an up-todate inTERP disclosure on file, i.e., inTERP disclosure less than a year old and/or updated if there have been changes. Researchers should review their disclosure and update as needed.
- Example: A researcher disclosed in July 2024 for an NSF proposal submission. In January 2025, they submitted a new proposal to NIH. A new disclosure is only required if there are changes in their outside activities between July and January. If there have been no changes, the July 2024 disclosure complies with the requirement to have an up-to-date disclosure on file.
- Within 30 Days: Updates required on a rolling basis within 30 days of acquiring (or becoming aware of) a new significant financial interest or beginning a new outside activity
- Be transparent in the disclosure: More details = fewer iterations.
