Annual Disclosure Required for UMD Faculty and Exempt Staff

Dear University of Maryland Campus Community:

The University of Maryland Policy on Conflict of Interest and Conflict of Commitment requires all faculty and exempt
staff to complete an annual disclosure of Outside Professional Activities (OPA). We are writing to inform you of an
update to our OPA reporting system, and to remind all faculty and exempt staff to submit their disclosures prior to
March 31, 2026.

What does this mean for you?

All faculty and exempt staff MUST have an active inTERP disclosure on file.

  • Disclosures are required on an annual basis and within 30 days of any new outside activities in order to meet
    the requirements of applicable law, regulation, and policy.
  • Even if you have no Outside Professional Activities to report, a disclosure is still required.
  • If you have not disclosed yet, please submit an initial disclosure of your Outside Professional Activities.
  • If you disclosed via inTERP, and received the final result of the review for your Disclosure (i.e., it was
    dispositioned) prior to 1/31/2025, your annual update is due. Please follow these instructions (or watch this
    brief video) to create a new version.
  • Expectation - all faculty and exempt staff will have an up-to-date disclosure submitted no later than March 31,
    2026.
  • Accurate and timely disclosures of Outside Professional Activities ensure that UMD maintains the highest standards of integrity while supporting appropriate external engagements.

In line with Maryland Public Ethics Law and the Policy on Conflict of Interest & Conflict of Commitment, Section
II-3.10(A), all Faculty, Exempt-Staff, and Graduate Research Assistants (GRAs), including Graduate Fellows, must
submit a Disclosure on all Outside Professional Activities, external Relationships, and Significant Financial Interests.

The Disclosure Office has developed detailed instructions for completing your inTERP disclosure, along with multiple videos. The University of Maryland Policy on Conflict of Interest and Conflict of Commitment and Disclosure and Conflict Management Guidelines further defines and explains what a conflict is and why it is important to disclose. For additional questions on the OPA, please refer to the Frequently Asked Questions on the Division of Research website.
