Luis Lugo

Attending Veterinarian and the Director for the Department of Laboratory Animal Resources

Dr. Luis A. Lugo is the University of Maryland Attending Veterinarian and the Director for the Department of Laboratory Animal Resources. He is a retired, Army veterinarian and an American College of Laboratory Animal Medicine board-certified professional. Dr Lugo earned his Doctor of Veterinary Medicine degree from The Ohio State University and his master’s degree in public health from the Uniformed Services University of Health Sciences. He completed his Laboratory Animal Medicine Residency at the Walter Reed Army Institute of Research and is a Diplomate of the American College of Laboratory Animal Medicine (ACLAM). Dr. Lugo also serves as an ad hoc Specialist/Consultant for AAALAC International. He has previously served as: 

  • Attending Veterinarian and Director of Laboratory Animal Resources at the Uniformed Services University of the Health Sciences and the Armed Forces Radiobiology Research Institute in Bethesda, MD
  • Chief, Department of Animal Medicine at the Armed Forces Research Institute of Medical Sciences (AFRIMS) in Bangkok, Thailand
  • Deputy Director, Veterinary Medicine Division, at the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) in Fort Detrick, MD

Dr. Lugo’s expertise is in providing research scientists guidance and direction in the development and application of critical animal models; consulting on programmatic requirements and design elements during the planning and construction of research facilities; supervising, training and mentoring educationally and culturally diverse personnel; working with a wide-ranging community of academic professionals; and ensuring compliance with Department of Defense, federal, state, and local regulatory requirements. His research accomplishments include over 21 peer-reviewed publications. Besides a significant number of military awards and recognitions, Dr. Lugo was also recognized with the Dr. Joseph R. Held Award in by the National Capitol Area Branch of the American Association of Laboratory Animal Science. 

His hobbies and interests include running, cycling and traveling.
