Complete a Disclosure

How do I submit or update a disclosure?

UMD uses the Kuali Conflict of Interest (KCOI) disclosure system. This system allows faculty and staff to disclose their outside activities and/or Significant Financial Interests in outside organizations that relate to their University Responsibilities on an annual basis by submitting the Disclosure Form. In addition, an updated Disclosure Form must be submitted within 30 days of any significant change in outside interests or Significant Financial Interests.

The Disclosure Form will include additional sections, or questions, based on your responses. Please be certain to answer all primary and follow-up questions when completing your disclosure. If you need to exit the form and return to it later, your progress will be saved.

After your first submission, you will receive automated email reminders from Kuali COI 30 days prior to your disclosure expiration date, based on your last date of approval.

KCOI Definitions


  • Individual submitting the COI disclosure. 
  • Consists of all who are responsible for the design, conduct, or reporting of the research.  
  • Typically includes faculty members, researchers, research staff, and graduate students.  


  • Individual(s) responsible for reviewing and signing off on the disclosure prior to its submission to the COI Committee.  
  • Reviewers consist of Department Chairs and College Deans.  
  • This responsibility CANNOT be delegated.
  • How to Review and Comment on a Disclosure


  • Individuals who need to be able to access and/or view the disclosure.  
  • May consist of Director of Administrative Services, College Business Officers, ORA, and/or COI Committee Members. 
  • How do I get viewer access?
    • Go to UMD COI Access Request. Click new and fill out the information. You will need to sign the KCOI confidentiality statement and attach it in the request. Multiple viewer requests can be made in a single form. When complete, hit save, and submit. The form will be routed automatically to your chair and/or dean for approval. Once approved, the COI Administrators will provide access. Once you are granted view access, click here for instructions on how to view disclosures.
    • Please include your Chair or Dean's name as the approver for your request.
    • If you selected Department, please add the department code(s) for any sub-units you would like View Access to.
    • If you have started a request form, click here to return to your drafts.
  • KCOI confidentiality statement


  • Individuals who review and acknowledge/approve the disclosure.  
  • Administrators are the COI Office Staff.


  • Reporters can assign individuals, also known as “delegates.”
  • Delegates have access to update and complete sections of a COI disclosure. 
  • Delegates CANNOT submit the disclosure.
  • Disclosures MUST be submitted by the Reporter.

Follow the steps below:

  • Step 1: Go to is external). Log in using your University User ID and Password.
  • Step 2: Navigate to KCOI. If prompted, select the Campus: UMD - College Park.
  • Step 3: If this is your first time in KCOI, the small blue box will say Create Disclosure. If not, it will say Update Disclosure. In either case, click the Disclosure button.
  • Step 4: Review the INTRODUCTION page.  Click the Next button in the upper right-hand corner of the screen.
  • Step 5: Complete the ROLES page. Select University of Maryland, College Park. Answer the proceeding question. Click the Next button in the upper right-hand corner of the screen.
  • Step 6: Navigate through the form, answering ALL questions. New ones will appear as you answer in the affirmative.
  • Step 7: If prompted, review the RESEARCH CONFLICTS OF INTEREST TRAINING page. Click the Next button in the upper right-hand corner of the screen.
  • Step 8: If prompted, complete the RESEARCH FORM / RESEARCH CONFLICTS OF INTEREST page. Answer the initial screening questions. Click the Next button in the upper right-hand corner of the screen.
  • Step 9: Complete the GENERAL FORM page. 
  • Step 10: If prompted, complete the OUTSIDE ENTITY INFORMATION page.
  • Step 11: If prompted, complete the PROPOSED MANAGEMENT PLAN page. Answer the question that appears.  
  • Step 12: On the CERTIFICATION page, review the certification text. 
  • Step 13: KCOI will bring you back to your main COI page.  

Updating or Revising a COI Disclosure in KCOI

A COI disclosure must be updated annually and within 30 days of a significant change in the information provided. Follow the same steps (PDF).
